黄海芬
1993年出生于广东，2017年大学毕业后来到西藏，成为一名乡镇公务员，6年来扎根基层，将个人理想融入党和国家的事业。
在西藏自治区林芝市，有一朵扎根雪域高原的“格桑花”。广东姑娘黄海芬放弃了大都市的稳定生活，乘上通往祖国西部的列车，去追逐星辰大海、诗和远方。
“到人民最需要的地方建功立业，是新时代青年的选择。从来林芝的那一刻起，我就准备在这里长期干下去！”黄海芬这样说。6年来，她脚踏实地扎根基层，把个人的理想追求融入党和国家的事业之中。
工作之外，汉族姑娘黄海芬也逐渐走近了西藏文化。刚到林芝时，她曾因汉藏之间的文化差异闹过笑话。“我在办公室打扫完卫生，就直接把扫把递给了同事。后来我才知道，在藏文化里，直接递扫把是一种禁忌。应该先由传递方把扫把放地上，再由对方自己拾起。”
如今黄海芬早已融入西藏的生活。她聊起高原景色时说：“这里太美了，我真是怎么都看不够。”收集各式各样的美丽藏装更成为她工作之余的兴趣爱好之一，“我来到西藏6年，已经有了10多套藏装啦！”
一腔热血
黄海芬出生于1993年，是土生土长的广东姑娘。在广东财经大学工商管理学院读书期间，她被评为校优秀共青团员、优秀学生干部，并连续两年获校级奖学金，是工商管理学院优秀共产党员、优秀班干部。
2017年，刚毕业的黄海芬找到了一份在中国银行广州南沙分行的工作。即将入职时，她收到大学老师的通知，得知西藏自治区林芝市巴宜区正在引进人才。黄海芬一听就心动了，“当时没想那么多，瞒着家人偷偷报了名。”
“相比于广州，像西藏这样的边疆少数民族地区更缺人。我希望我能为此贡献自己的力量，发挥自己的作用。”黄海芬说。
黄海芬一路“过关斩将”通过了笔试与面试，直到离开前夕，实在瞒不住了才向家人“坦白”，自己想去西藏工作。女儿要放弃稳定的工作，还要离开家乡，父母最初坚决不同意。
从小听话的黄海芬这次叛逆了一回。她下定决心要干好这份在雪域高原的工作，“虽然不知道会遇到什么挑战，但我还是义无反顾地坐上了前往林芝的列车”。
黄海芬成了一名乡镇公务员，最初被分配到巴宜区委组织部跟班学习，主要负责信息网宣工作。刚入职时，她遇到的最大困难就是写作。黄海芬跟记者回忆道：“写作是机关工作的基本功，但我之前没干过，一切都要从头学。我通过学习“西藏组工”“林芝组工”微信公众号发布的信息，掌握了信息写作的基本要领；又通过学习共产党员网、中国组织人事报及各省市党建网，不断拓宽了写作视野。”
功夫不负有心人，黄海芬慢慢从一个“信息小白”成长为一名“写作能手”。她撰写的稿件先后被中国组织人事报、人民网、西藏日报、西藏自治区党委组织部及林芝市委组织部等媒体和单位采用。参加工作以来，黄海芬先后获评优秀信息员、宣传思想先进个人、2020年自治区组织系统信息工作先进个人、中国组织人事报优秀通讯员等。
“红旅绿游”
在组织部的案头工作帮助黄海芬打下了扎实的写作基础。她真正走进基层则是在2021年4月来到嘎拉村后。
嘎拉村是林芝市的一个自然村，共有33户152人。这里的桃花树高花繁，开得狂野，远近闻名。黄海芬回忆刚到嘎拉村的所见所闻：“那时正好是嘎拉村一年一度的桃花文化旅游节，漫山遍野的桃花，美极了。”
桃花文化旅游节是林芝地区的一张名片。2002年，第一届桃花文化旅游节在嘎拉村拉开帷幕，往后每年3、4月间，来自全国各地的游客络绎不绝。
这些年来，嘎拉村打造桃花源景区，发展生态旅游经济成效十分显著。这座小村庄不仅每年都有一笔可观的门票收入，村民们还在各自的庭院种植起果蔬，办起了庭院采摘，有的还卖起了生态农牧产品。
黄海芬（左）入户走访嘎拉村群众多吉次仁。 黄海芬驻村后的第一件事，就是跟着村干部来到几户村民家中。“我跟着村党支部书记、村主任参观了村民们的庭院。他们夏天种樱桃，冬天种苹果，一年四季都有游客来体验采摘。还有3户人家在上级党委、政府的支持下，办起了精品民宿。这些与桃花文化旅游节搭配的项目与设施，为村民们创造了更多的经济收入。”
“嘎拉村以前的村道，可以说‘晴天一身土，雨天两脚泥’。到处是牛粪、猪粪的味道，现在到了3、4月份，干净整洁的村子里弥漫着桃花的香味。经济越来越好，群众参与村庄建设的热情也更高了。”黄海芬笑着说。
为了办好每年的桃花文化旅游节，黄海芬想到了“打造桃花文创产品”的办法。“我们推出桃花胸针、桃花书签、桃花口罩等文创产品，进一步推动了嘎拉村的‘桃花经济’。”
因为花期有限，一年一度的桃花文化旅游节每到5月就闭幕了。桃花凋零后嘎拉村怎么办？几经思考后，黄海芬与村干部在上级党委、政府的指导下，开始谋划起了“红旅绿游”的乡村振兴新路径。
2021年7月21日，习近平总书记考察调研嘎拉村。不久后，巴宜区委强化顶层设计，投入1658万元，分别在老林芝县委旧址、林芝镇立定村、八一镇巴吉村、林芝镇嘎拉村打造了以“英雄颂、解放颂、振兴颂、团结颂”为主题的各具鲜明特色又相互联系的4个红色研学主题教育联展馆。
2022年4月，嘎拉村红色研学主题教育展览馆率先开馆。展览馆高度还原了习近平总书记在嘎拉村考察调研的相关情景，综合采用老照片修复、老物件展陈、多媒体视频展播系统、电子立体沙盘、红外线感应灯罩等方式，讲好村里人的故事、办好老百姓的展览。
黄海芬告诉记者，总书记的到访，不仅带来了党中央的特殊关怀，更拓宽了嘎拉村的产业发展道路。如今的嘎拉村既注重绿水青山，搞生态旅游，也注重发挥资源优势，助力乡村振兴。
2022年的桃花文化旅游节，嘎拉村推出了“桃花源景区+红色展览馆”旅游套票，帮助村里增收110万元。
今非昔比
黄海芬寻访嘎拉村旧址途中。 在嘎拉村红色研学主题教育展览馆内，陈设着嘎拉村的文化历史。
西藏民主改革前，嘎拉村坐落于半山坡，交通不便，喝水困难，最远的一户人家从山脚到家里要爬坡半个小时。由于水源地在半山腰，一路渗下来，到了村子里，水也就所剩无几了。西藏民主改革后，依靠党的好政策，嘎拉村才由半山腰搬到了公路边。
在展览馆的一面老照片墙上，展示了一名来自安徽萧县的师范毕业生的故事。这人名叫张勇兴，上世纪60年代，张勇兴响应国家号召来到林芝种畜场工作，为林芝的建设贡献了青春，挥洒了汗水。后来他与嘎拉村藏族姑娘白玛相识相恋，成就了一段民族团结的美好姻缘。
在另一面墙上，嘎拉村村民则写下了对未来美好生活的向往：普巴拉姆希望当一名医生，普布次仁希望当一名短跑运动员……
“嘎拉村如今的的确确不一样了。”黄海芬说，“在嘎拉村，仅桃花源景区创造的经济收入就从2013年的5万元增加到2021年的460万元。”
为了让村民过得更好，村里还修建了服务中心、卫生室等便民设施。村子里时常举办工布响箭、抱石头、米纳羌姆等特色文化活动，村民的精神文化生活丰富多彩。
“村集体经济人人参与，发展成果人人共享。新时代的嘎拉村以群众生活得更加美好为目标，不断提升群众的获得感和幸福感。根据我们的统计，村里大学生就有30多名，80岁以上的老人有9位，群众现在的人均预期寿命比西藏和平解放前的35.5岁提高了整整一倍。”黄海芬说。
在发展的同时，嘎拉村时刻紧绷一根“生态弦”。谈到嘎拉村发展绿色生态经济的亮点，黄海芬提到了“绿色银行”。“作为远近闻名的旅游村，良好的生态环境特别重要。嘎拉村创办了‘绿色银行’，主要是通过‘垃圾兑换积分，积分兑换商品’的形式，提高群众生态环保意识。”黄海芬兴奋地说，“嘎拉村要让群众吃上生态饭，走上致富路。”

2021年7月21日，习近平总书记在西藏林芝考察调研，来到巴宜区林芝镇嘎拉村，看望慰问这里的干部群众。
总书记走进村便民服务中心，正在这里忙碌的黄海芬激动得心怦怦跳。她向总书记汇报说：“我是大学生村官，四年前从广东财经大学毕业，一直想为边疆做些事，就来到林芝工作。”
“将来留在这里吗？”总书记问。
她腼腆地笑了：“留下！安家啦，爱人在隔壁村，也是一起来西藏的。”
总书记勉励她：“从沿海到高原，这里需要人啊，你在这边好好干。”
殷殷话语，如春风拂过心田。黄海芬频频点头，眼里泛起幸福的泪花。

Born in Guangdong in 1993,came to Xizang after graduating from university in 2017.She became a township civil servant and has been rooted in grassroots work for six years,combining her personal pursuits with the cause of the Party and the country.
In Nyingchi,a city in the Xizang Autonomous Region,there is a"galsang flower"that has taken root on the snowy plateau.Huang Haifen,a girl from Guangdong Province,gave up city life and boarded a train to pursue dreams and passions in the western part of her motherland.
"Building a career where the people need it most should be the choice of young people in the new era.""From the moment I arrived in Nyingchi,I was prepared to work here for the long term!"Huang Haifen recalled to people.For six years,she has grounded herself in grassroots work,integrating her passions and pursuits into the cause of the CPC and the state."
Huang Haifen has familiarized herself with Tibetan culture outside of work.When she first arrived in Nyingchi,she experienced cultural shock."When I finished cleaning in the office,I handed the broom directly to a Tibetan colleague.Later I learned that in Tibetan culture,it is a taboo to pass a broom directly.The broom must be put on the floor first and then picked up by the other person himself or herself.

A Passionate Heart
Huang Haifen was born in 1993.During her days at the School of Business Administration,Guangdong University of Finance and Economics,she was awarded as the school's outstanding Communist Youth League member and outstanding student cadre,and won the school-level scholarship for two consecutive years.She was also an outstanding Communist Party member and outstanding class cadre in the College of Business Administration.
In 2017,upon graduation,Huang Haifen found a job at the Guangzhou Nansha Branch of the Bank of China.Just as she was about to start her work in the branch,Huang received a notice from her college teacher that the Bayi District of Nyingchi City in Xizang was looking for talents.She was immediately intrigued and without thinking too much about it,she secretly signed up without telling her family.
"Compared with Guangzhou,there is a greater lack of human resources in frontier minority areas like Xizang.I hope to contribute my strength and play my role in this regard,"said Huang Haifen
Huang Haifen passed all the written examinations and interviews.Until the eve of her departure,she couldn't hide it anymore and finally told her family about her decision to work in Xizang.She confessed to her family that she would give up her stable job and leave her hometown.Her parents initially disagreed.
Despite being a good daughter since childhood,she didn't listen to her parents this time.She made up her mind to do the job well in Xizang:"Although I didn't know what's beside me,I still took the train to Nyingchi without hesitation."
Huang Haifen became a township civil servant and was initially assigned to study in the Organization Department of Bayi District CPC Committee.Her main responsibility was network publicity.When she assumed office,the biggest difficulty Huang Haifen faced was writing.She told the reporter,"Writing is a basic skill of government office work,but I had never done it before,so I had to start from scratch.I learned basic publicity writing by following the WeChat public accounts,Xizang Organizational Work and Nyingchi Organizational Work.By studying the Communist Party Member Website,China Organization and Personnel News,and the Party building websites of various provinces and cities,I broadened my horizon."
Hard work paid off.She turned into an expert in writing from a rookie.Her articles have been adopted by media such as China Organization and Personnel News,People's Daily,Xizang Daily and authorities such as the Organization Department of the CPC Committee of Xizang Autonomous Region and the Organization Department of Nyingchi Municipal CPC Committee.Since she started this new job,Huang Haifen has been awarded the titles of'Excellent Information Worker','Outstanding Individual for Publicity Work','2020 Tibetan Organization System Information Worker Model'.Besides,she was also awarded the title of'China Organization and Personnel News Excellent Correspondent'.
Red and Ecological Tourism
The deskwork in the Organization Department helped Huang Haifen lay a solid foundation in writing.In April 2021,she started her grassroots work in Kala Village.
Kala Village is an agricultural village in Nyingchi City,with a total of 33 households and 152 people.The village is known far and wide for its tall peach trees and gorgeous and dense peach blossoms.Huang Haifen recalled what she saw when she first arrived,"It happened to be Kala Village's annual Peach Blossom Cultural Tourism Festival and there were flowering peach blossoms all over the mountains.It was breathtaking."
The Peach Blossom Cultural Tourism Festival is a label of Nyingchi.In 2002,the first Peach Blossom Cultural Tourism Festival was held successfuly in Kala Village.Every year in March and April,tourists from all over the country came to the festival.
In recent years,significant progress has been made by Kala Village in building the peach blossom scenic area and ecological tourism.Not only does this small village have a substantial annual entrance fee income,but the villagers also grow vegetables and fruits in their courtyards,set up yard harvesting.Some even sell ecological agricultural and animal husbandry products.

The first thing Huang Haifeng did after settling in is to visit several villagers'homes with the village officials.I visited the villagers'gardens with the village’s Party branch secretary and village director.They grow cherries in summer and apples in winter,and visitors come to experience picking all year round.There are also three households who have set up boutique homestays with the support of the higher CPC committees and governments.These projects and facilities,together with the Peach Blossom Cultural Tourism Festival,have created more income for the villagers.
"Kala Village's road conditions were pretty poor in old days.Walking on the roads,people could easily get dirty with dust in sunny days and mud in rainy days."The smell of cow and pig manure was everywhere.Now in March and April,the clean village roads smell of peach blossoms.As the economy gets better,the people are more enthusiastic to participate in the village construction,"Huang Haifen smiled and said.
In order to better run the annual Peach Blossom Cultural Tourism Festival,Huang Haifen thought of creating"peach blossom cultural and creative products.""We launched peach blossom brooches,bookmarks,masks and other cultural and creative products to further promote the'peach flower economy'in Kala Village."
Due to the limited flowering period,the annual Peach Blossom Cultural Tourism Festival closes every May.What could Kala Village do to develop economy after the peach blossoms fade?After several thoughts,Huang Haifen and the village cadres began to plan a new path of rural revitalization known as red and ecological tourism under the guidance of higher CPC committees and governments.
On July 21,2021,General Secretary Xi Jinping visited Kala Village.Shortly after,Bayi District Committee put a premium on the top-level design and invested 16.58 million yuan to build four red culture exhibition halls with distinct characteristics and interlinks,respectively with the themes of"Ode to Heroes,Ode to Liberation,Ode to Revitalization and Ode to Unity"at the site of the old Nyingchi County Committee,Liding Village of Nyingchi Town,Palky Village of Bayi Town and Kala Village of Nyingchi Town.
In April 2022,the Kala Village red culture exhibition hall opened.The exhibition hall vividly reproduces the scenes of General Secretary Xi Jinping's visit to Kala Village,using various methods such as old photo restoration,exhibition of old objects,multimedia video display system,electronic dimensional sand tables,and infrared induction lampshades to tell the stories of the villagers and showcase the achievements made in improving their lives.
Huang Haifen told the reporter that not only did the General Secretary brought special care from the Central Committee of the CPC,but his visit also broadened the path for Kala Village's industrial development.Today,Kala Village not only focuses on ecological tourism,protecting its lush mountains and lucid waters,but also leverages its resource advantages to help rural revitalization.
During the 2022 Peach Blossom Cultural Tourism Festival,Kala Village launched a"Peach Blossom Scenic Area+Red Culture Exhibition Hall"tourism package,earning an income of 1.1 million RMB.
A New Look of Kala Village
Kala Village's red culture exhibition hall is a story teller of the village's culture and history.
Before the democratic reform in Xizang,Kala Village was located on a hillside with difficult transportation and water scarcity.For the farthest household,it used to take half an hour to climb the slope from the foot of the mountain to their home.Due to the water source being on the hillside,by the time the water reached the village,there was little left.After the democratic reform in Xizang and relying on the policies of the CPC,Kala Village was relocated from the hillside to the side of the road.
On an old photo wall,there is also a story about a normal college graduate from Xiaoxian County,Anhui province.His name was Zhang Yongxing.In the 1960s,Zhang Yongxing responded to the country's call and came to work at the Nyingchi Breeding Farm,where he contributed his youth to local construction.Later he met and fell in love with Baima,a Tibetan girl from Kala Village.They achieved a beautiful marriage of ethnic unity.
On another hall,the villagers wrote down their aspirations for a better life in the future:Puba Lamu wishes to become a doctor,Pubu Ciren wishes to become a sprinter and there is more...
"Kala Village is really different now,"said Huang Haifen,"The income from the peach blossom scenic alone has increased from 50,000 yuan in 2013 to 4.6 million yuan in 2021."
To make life better for the villagers,convenient facilities such as service centers and clinics have been built.In addition,the village often holds cultural activities such as Tibetan archery(with a cloth curtain put up to hold the flying arrow),stone-carrying race and Minarva Festival and the villagers enjoy a rich cultural life.
"Everyone participates in the collective economy,and everyone shares in the development results.In the new era,Kala village aims to improve the people's life quality and continue to enhance their sense of well-being and happiness.According to statistics,there are more than 30 college students and 9 elderly people over 80 years old in the village.The average life expectancy of the people has doubled from 35.5 years before the peaceful liberation of Xizang."said Huang Haifen.
In the course of development,Kala Village also stays alert in ecological protection.When it comes to the highlights of Kala Village's ecological economy,Huang Haifen spoke of the village's"green bank.""Ecological environment is especially important for this famous tourism village.Kala Village has established a green bank to improve the ecological and environmental awareness of the masses through the mechanism of'trading garbages for points and trading points for merchandises',"said Huang Haifen,"Kala Village will earn its income through ecological resources and become more and more affluent."

When General Secretary Xi Jinping walked into the village convenience service center,Huang Haifen was busy and her heart was thumping with emotion.She reported to General Secretary Xi Jinping:"I’m a university student village official.Four years ago,I graduated from Guangdong University of Finance and Economics with a longing to contribute to the border areas.Therefore,I went to Nyingchi for work."
"Will you stay here in the future?"General Secretary Xi Jinping asked her.
With a shy smile,she answered,“Yes,I have settled down here with my husband.He works in the adjacent village.He's here to support local development,too.”
General Secretary Xi Jinping encouraged her by saying:"You came all the way from the coastal region to the plateau.This place is in a shortage of talents,so you should stay here and do the job well."
Those earnest words were like a spring breeze brushing through Huang Haifen's heart.She nodded repeatedly,tears of happiness welling up in her eyes.
