那曲市委副秘书长、申扎县委副书记,中信集团援藏干部,通过招商引资创立西藏申扎云端食品开发有限公司,打造“藏牧客”品牌,形成畜牧业发展链条。
梁勇,第十批援藏干部,现担任西藏自治区那曲市委副秘书长、申扎县委副书记。入藏之前,他一直在做企业经营管理类工作,生活在北京。
多少个夜晚,他也曾怀念过首都繁华的街景:“援藏后,我时常梦到繁华的首都,但梦醒之后,我又迅速找回来到这片高原的意义。”
当梁勇通过招商引资把当地特产“申扎牛”升级成“精切牛肉”,帮助当地畜牧业从高原走向内地,当他看着雪域高原上的牦牛肉能走进内地人的菜篮子、走上餐桌,给群众带来经济收益,他彻底爱上了这片“离天空很近的土地”。
我要去西藏
2022年4月,梁勇坐在办公室里,听到了电子邮箱“咚咚咚”的提示音,点进去,映入眼帘的是一封“援藏通知”。他在脑海里代入了一下“援藏干部”的身份,发现了一丝兴奋感:“在平静的生活里砸下一块石头,涟漪还能润泽他人,这事吸引了我。”
但这事明显吸引不了他的妻子。
4月的北京已是一片初春的景象,梁勇选了一个温暖的夜晚拉着妻子出去遛弯。路上他开口道:“如果有一个援藏的机会摆在面前,要离开你和孩子一段时间,但能在人生中留下一些有意义的事,你支不支持我去?”
几秒钟后,妻子问道:“去多久?”
“3年。”梁勇答。
春风和煦,一路无言,空气里只有路边树叶的哗哗声。
第二天早上,妻子一脸严肃地坐在饭桌旁边,对梁勇嘟囔了一句:“你愿意去就去吧。”梁勇本以为妻子说的是气话,刚要哄哄她,妻子推了他一把,接着说道:“孩子上小学了,我们也能稍微抽点身,而且你是一个男人,想出去闯闯,还是做有意义的事,我支持你。”
这次换梁勇沉默了。他说:“此时无声胜有声,我真的很感动。过了几秒,我才‘嗯’了一声。”
2022年7月27日,梁勇作为中信集团援藏人员,第一次来到西藏拉萨,开始培训。

梁勇一边吸氧一边工作。
随之而来的高原反应,是他援藏路上遇到的第一个挑战。“头痛欲裂,气短胸闷。白天走快两步都要扶着膝盖大喘气,晚上睁眼直勾勾地盯天花板能盯到黎明,毫无睡意。”但是3天后,他第一次跟妻子通电话,却说:“每晚能睡几个小时,你放心吧,家里辛苦你照顾了。”
培训结束后,梁勇到达了他援藏工作的目的地——那曲市申扎县。“申扎”在藏语里指洁白、透明、无瑕的晶盐,梁勇说:“这个形容太准确了,洁净而苍茫是这里最大的特征,它如晶盐般矗立在藏北大地。”在那里,他又遇到了第二个挑战——巨大的寂寞感。
“我一直生活在北京,车水马龙,熙熙攘攘。初到申扎时,我觉得天地辽阔的风景跟世外桃源一样。过了几天,新鲜感一过,我就受不了了。那种内心的寂寞感是无法用语言去形容的,稀薄的空气不仅让我反应变慢,还让我觉得‘被全世界抛弃了’。”那段时间,他时常想哭,又怕家人担心,不敢联系家人。

但这段适应高原环境的日子,让他有时间沉下心来,思考援藏工作。“此前我一直做经营管理工作,偏向经济,所以我就一直琢磨如何帮助当地找到一项合适的产业,发展当地经济,惠及当地人民。”
“这才是我来到西藏的真正意义。”梁勇认真地说道。
把“申扎牛”品牌打出去
申扎地处西藏中部,草场面积2400万亩,约占40%,山地、沙漠等约占37%,平均海拔4700米,比拉萨高1000米左右。这里有藏羚羊,也有雪莲花,湖中有山,山中有湖,山环水绕,美不胜收。
梁勇发现,当地经济主要以畜牧业为主,但处于产业链下游位置。“县里有自己的牧场,也有非常优质的畜牧业资源,比如肉质鲜嫩的矮脚牦牛就是我们的名片之一。但问题是当地没有完整的产业链条。养、收、宰、产、销、发,当地成熟的只有前两步,所以当地生产的牦牛干只能叫产品,不能叫商品。”
梁勇决定利用优质的牦牛肉,完善当地畜牧业全产业链,他认为只有这样才能“最大程度结合当地资源优势持续发展”。
万事开头难,此后几个月当中,梁勇都在不停地吃相关企业的闭门羹。“当时联系了六七家企业,有的拒绝来考察,有的觉得我们这海拔太高,用工的不确定性太大,还有的不信任当地畜牧原材料的品质,觉得我们的肉卖不上好价钱。”
直到去年底,梁勇对自己说:“山不向我走来,我便向山走去。”他决定带着牦牛肉,远赴西安某食品企业亲自洽谈。为了配合防疫政策,双方最终选在了祖国西南某城市见面。
几经辗转,梁勇与同事终于抵达目的地。当晚,他们在酒店的大堂里见到了那家食品企业的老板。梁勇有些激动,他握着对方的手摇了好久,就憋出来一句话:
“我们一定要把申扎牛这个品牌打出去!”
后来,梁勇与对方聊了很久,详细介绍了当地政府给予的用地、税费等优惠政策,也展示了申扎牦牛的品质。同时对于企业经营中可以打造的牛羊肉产品类型、可构建的盈利模式和销售模式,以及3年后可以达到的销售预期等,都进行了深入的洽谈。梁勇还很有创意地提出,我们虽然卖的是申扎牛肉,但因为地处那曲,可以将那曲虫草与申扎牛肉进行结合,打造礼品套装。
那次会面,双方谈得相当愉快。梁勇对投资方说:“明年的这个时间,如果您投资的企业能达到既定的销售目标,我请您喝青稞酒。”
这次会面就像一块敲门砖,双方又接触了几轮,迅速敲定合作。距离首次谈话仅一个月,双方合作的“西藏申扎云端食品有限公司”(以下简称云端食品)就在申扎县政府的配合下办好相应手续,落地建厂。
援藏果实
目前,云端食品已经为申扎当地的畜牧业产品打通了全产业链渠道,优质牦牛会在申扎出栏、收购,然后运到那曲市屠宰,并在青海精切后冷链运输到西安,再销往全国。
梁勇说:“假如你在北京下单,那么两三天后,就能收到一箱装有冰块的精切牛肉。而且,申扎的牦牛制品已经根据市场完成细分,客户可以根据自己的需求买到牛小排、牛腩、牛里脊等10多款不同产品。除此之外,之前提出的将申扎的牦牛肉和冬虫夏草搭配售卖的礼包方案,也正在逐步推向高端市场。”
“我永远都忘不了,生产第一批货物时的紧张心情。”梁勇摇着头说道。
2023年1月,梁勇回到北京休春节假时,收到了厂商寄来的货物样品。那是一袋牦牛肉,梁勇拿在手里反复看了好几遍,又拍下来发给了有关领导。领导看了与他一样兴奋,回了一句:“包装还挺高大上嘛!”
2023年4月,梁勇联系到北京一家大型餐饮品牌,准备将申扎的牦牛生鲜肉制品送上首都的餐桌。除此之外,双方商议筹建“申扎特色体验”主题店。“届时在体验店中,纳仓特色饰品、服装、歌舞都会呈现,顾客可以一边吃‘全牦牛宴’,一边欣赏纳仓文化。”
截至2023年4月下旬,云端食品的单周销售额已破10万元。梁勇告诉记者:“这个销售额肯定还没有达到我们的目标,但重要的是贯通产业链。并且我还能以申扎的牦牛制品为载体,宣传申扎当地文化。”
微笑始终挂在梁勇的脸上,“成就感”一词多次被提及。虽然他在申扎快走两步仍然会喘,对家人的思念时常涌上心头,但一说起援藏,他就显得干劲十足。他意犹未尽地说:“老百姓的收入增加了,当地文化也能得到宣传。这些事让我获得了巨大的成就感,也许,这就是我们援藏的意义。”

Deputy Secretary-General of the Nagqu Municipal CPC Committee and Deputy Secretary of the Xainza County CPC Committee,is a member of CITIC Group's aid team to Xizang.He established the Xizang Xainza Yunduan Food Co.,Ltd.through investment promotion,creating the"Tibetan Shepherd"brand and developing a complete chain for the animal husbandry industry.
In September 2023, Liang Yong delivered a speech at the first summer camp for outstanding teachers and students in Xainza County, Xizang supported by CITIC Group.
Liang Yong,one of the tenth batch of cadres sent to aid Xizang,currently serves as Deputy Secretary-General of the Nagqu Municipal CPC Committee in the Xizang Autonomous Region and Deputy Secretary of the Xainza County CPC Committee,had previously been engaged in enterprise management and resided in Beijing.
Many nights,he recalled the bustling streets of the capital city:"After I came to aid Xizang,I often dream of the vibrant capital city,but upon waking up,I reminisce the meaning of being here on this plateau."
Through investment promotion,Liang Yong upgraded the local specialty"Xainza beef"to"exquisite sliced beef,"helping the local animal husbandry industry expand its reach from the plateau to the inland regions.As he witnessed the yak meat from the snowy plateau finding its way into the baskets of people inland and onto their dining tables,bringing economic benefits to local people,he completely fell in love with that land that was"so close to the sky."
A Journey to Xizang Beckons
In April 2022,Liang Yong sat in his office when he heard the familiar sound of his email inbox,signaling a new message.As he clicked to open it,a"Notice of Aid to Xizang"appeared before his eyes.For a moment,he imagined himself working as a cadre to aid Xizang and felt a surge of excitement.He pondered,"To throw a stone into the tranquil waters of my life,creating ripples that could bring nourishment to others,this opportunity has captivated me."
However,it was evident that this opportunity did not captivate his wife.
April had transformed Beijing into a landscape of early spring.On a warm evening,Liang Yong took his wife for a stroll.It was during this time that he broached the subject,"If I were presented with an opportunity to aid Xizang,necessitating my absence from you and the children for a while,but enabling me to leave a meaningful impact on my journey through life,would you support me?"
A few seconds passed,and his wife asked,"How long will you be gone?"
"Three years,"Liang Yong replied.
Under the gentle spring breeze,they walked in silence,with only the rustling of leaves along the roadside filling the air.
The next morning,his wife sat at the dining table with a serious expression,and she murmured,"If you're willing to go,then go."Liang Yong initially thought his wife's words were spoken in anger,and he was about to reassure her.But then,unexpectedly,she pushed him gently and continued,"Our child has started elementary school,and we can manage to spare some time.Besides,it's a meaningful cause,so I support you wholeheartedly."
This time,Liang Yong fell silent.He said,"Her silence spoke louder than words and I was truly moved.After a few seconds,I simply responded with a'Mm-hmm'."
On July 27,2022,as a member of CITIC Group's aid team to Xizang,Liang Yong arrived in Lhasa,Xizang for the first time and began his training.
The subsequent high-altitude reaction was the first challenge he encountered on his aid journey."I had splitting headaches,shortness of breath,and chest tightness.During the day,I had to lean on my knees and gasp for air after just a couple of quick steps.At night,I stared blankly at the ceiling until dawn,unable to sleep,"said Liang Yong.Three days later,he had his first phone call with his wife and said:"I could manage to sleep a few hours every night,so don't worry.Thanks for taking care of our home."
After completing his training,Liang Yong arrived at his designated location for his aid work-Xainza County in Nagqu City,Xizang.Xainza in Tibetan means pure,transparent,and flawless salt.Liang Yong remarked,"This description is incredibly accurate.The purity and vastness of this place are its defining features,like a towering crystal salt on the northern Tibetan land."However,he faced his second challenge there-a profound sense of loneliness.
"Having lived in bustling Beijing,surrounded by the hustle and bustle of city life,coming to Xainza felt like entering a secluded paradise with its vast landscape.But after a few days,the initial sense of novelty faded,and I found it unbearable.The deep inner loneliness I experienced is beyond words.The thin air not only slowed down my reactions but also made me feel as if'the whole world had abandoned me.'During that time,I often had the urge to cry but hesitated to reach out to my family,fearing that it would cause them worry."
But during those days of adjusting to the high-altitude environment,it provided him with time to settle his mind and contemplate his aid work in Xizang."Before this,I had always been involved in business management,focusing on the economy.So,I constantly pondered how to help the locals find a suitable industry,improve the local economy,and benefit the local people."
"This is the true significance of my journey to Xizang,"Liang Yong earnestly said.
Bring“Xainza Beef”Brand out of Xizang
Xainza is located in the central part of Xizang,with a grassland area of 24 million acres,accounting for about 40%of the total land.Mountainous and desert areas make up approximately 37%,and the average elevation is 4,700 meters,about 1,000 meters higher than Lhasa.It is a place where Tibetan antelopes roam and snow lotus flowers bloom,with lakes nestled amidst mountains,creating a picturesque landscape.
Liang Yong discovered that the local economy primarily relies on animal husbandry but only occupies a downstream position in the industry chain."The county has its own pastures and boasts high-quality livestock resources.One of our trademarks is the tender and succulent meat of the dwarf yaks.However,the issue is that the local area lacks a complete industry chain.From raising,collecting,slaughtering,producing,selling,to distributing,the local industry is only well-developed in the initial stages.Therefore,the locally-produced dried yak meat can only be considered a product rather than a marketable commodity."
Liang Yong decided to leverage on the high-quality yak meat and improve the entire livestock industry chain.He believed that only by doing so could they"maximize the sustainable development by fully utilizing the local resource advantages."
However,the beginning was challenging.Over the following months,Liang Yong faced continuous rejections from various related companies."At that time,I reached out to six or seven companies.Some refused just a visit,some were concerned about the high altitude and the uncertainty of labor availability,while others doubted the quality of local livestock materials and believed that our meat wouldn't fetch a good price."
It wasn't until the end of last year when Liang Yong said to himself,"If the mountain won't come to me,I'll go to the mountain."He decided to personally travel to a food company in Xi'an,carrying the yak meat with him,to negotiate face-to-face.In compliance with COVID-19 prevention measures,both parties finally agreed to meet in a southwestern city.
After overcoming several obstacles,Liang Yong and his colleague finally arrived at their destination.That evening,they met the owner of the food company in the hotel lobby.Liang Yong was filled with excitement as he shook the other person's hand for a long time before blurting out:
"We must promote the Xainza beef brand!"
Later on,Liang Yong had a lengthy conversation with the owner,providing detailed information about the favorable policies offered by the local government regarding land use and taxes,as well as showcasing the quality of Xainza beef.They delved into discussions about the types of beef and lamb products that could be developed by the company,potential profit and sales models,and the sales expectations for the next three years.Liang Yong also proposed a creative idea:although they primarily sold Xainza beef,due to its location in Nagqu,they could combine Nagqu caterpillar fungus with Xainza beef to create gift sets.
The meeting turned out to be quite pleasant,and both parties enjoyed their discussions.Liang Yong expressed to the investor,"If your invested company can achieve the predetermined sales target by this time next year,I'll treat you to a drink of barley wine."
This meeting served as a pivotal moment,leading to several subsequent interactions,and the collaboration was quickly solidified.Just a month after that conversation,with the support of Xainza Government,the joint venture named"Xizang Xainza Yunduan Food Co.,Ltd."(referred to as Yunduan Food)successfully completed all the necessary procedures and established their manufacturing facility on-site.
Achievements in Aiding Xizang
Currently,Yunduan Food has successfully established a complete industry chain for local livestock products in Xainza.High-quality yak is sourced from Xainza,then purchased and transported to Nagqu City for slaughter.After precision cutting in Qinghai,it undergoes cold chain transportation to Xi'an before being distributed nationwide.

Liang Yong shared with people,"If you place an order in Beijing,you can receive a box of precision-cut beef with ice packs in just two or three days.Moreover,Xainza's yak products have been segmented according to market demand.Customers can choose from over ten different products,including beef ribs,beef brisket,and beef tenderloin,based on their preferences.In addition to that,the gift set plan we proposed,combining Xainza yak meat with caterpillar fungus,is gradually being introduced to the high-end market."
"I will never forget the nervousness I felt when producing the first batch of goods,"Liang Yong shook his head,recalling.
In January 2023,when Liang Yong returned to Beijing for the Spring Festival break,he received a package of product samples from the manufacturer.It was samples of yak meat products.Liang Yong carefully held the package,examining its contents multiple times.Excited about the progress,he took a photo and shared it with his superiors.Their response was equally enthusiastic:"The packaging of the samples looks quite impressive!"
In April 2023,Liang Yong made significant progress in Beijing by establishing connections with a prominent catering brand.His aim was to bring Xainza's premium yak meat products to dining tables in Beijing.Furthermore,the two parties actively discussed the establishment of a unique"Xainza Special Experience"themed store.Liang Yong envisioned this store as a platform to showcase not only the exquisite yak meat delicacies but also the vibrant culture of Nagtsang through distinctive ornaments,traditional clothing,and captivating performances.
By the middle to late April in 2023,the weekly sales revenue of Yunduan Food has surpassed 100,000 RMB.Liang Yong told the reporter,"Although this sales figure has yet to reach our ultimate target,what truly matters is the successful link of the entire industry chain.Moreover,I have the opportunity to utilize Xainza's yak products as a means to promote the rich local culture of Xainza."
Smile always remained on Liang Yong's face,and the sense of accomplishment was repeatedly mentioned.Despite occasionally feeling short of breath when taking quick steps in Xainza and frequently missing his family,he displayed great enthusiasm when discussing his work in Xizang.He expressed with a sense of unfinished business,"The increased income of the local residents and the promotion of local culture give me immense satisfaction.Perhaps,this is the true meaning of our support for Xizang."
